Penang LRT gets conditional green light

The 29.9-kilometre Bayan Lepas light rail transit (LRT) has received conditional approval, in a move that is expected to reduce traffic congestion,spur the construction industry and bring in another wave of development into the state of Penang.

Transport Minister Anthony Loke in a statement said that after a detailed study of the application by Penang Economic Planning Unit (BPEN), the approval was given on 16 July 2019, with 30 conditions for the state to comply, The Star reports.

The conditions include a detailed environmental impact assessment (DEIA) approval, including traffic, social and heritage assessments.

The state has to exhibit documents on the project in public places and online for three months, and the final go-ahead will only be decided after the public responses are evaluated, said Loke.  “I welcome public participation from the people, NGOs and all stakeholders in this public review,” he added.

The RM8.4 billion LRT, together with a monorail, cable cars and water taxis, is part of the state government’s RM46 billion Penang Trans­port Master Plan (PTMP).

This LRT will begin at Komtar in the northeast corner of the island and head south through Jelutong, Gelugor, Bayan Lepas and Penang Interna­tional Airport, ending at the Penang South Reclamation (PSR) development. It is expected to provide a fast route to the airport and will traverse densely populated residential, commercial and industrial areas. Phase 1 will be 23.5 kilometres long with 20 stations, while phase 2 will be 6.4 kilometres long with seven stations.

The project will be financed through the sale of three reclaimed islands to be created by the Penang government through its project delivery partner, SRS Consortium.

Penang Chief Minister Chow Kon Yeow said the infrastructure work involved would require specialist technology and a strong emphasis on safety as it involved construction close to developed areas, on hill slopes and at sea. — Construction+ Online

Bayan Lepas LRT, the very first LRT line in Penang, will be about 30 km in length with 27 stations running from KOMTAR to the future reclaimed islands in the south.

Besides passing through must-go-points at KOMTAR, Bayan Lepas FIZ and the Penang International Airport, the line will also serve established and planned residential townships and employment hubs in Jelutong, The Light, Gelugor, Batu Uban, SPICE in Bayan Baru, Sg Tiram and Batu Maung.

The proposed alignment of the Bayan Lepas LRT serves the heavier travel demand corridor in the eastern or Bayan Lepas belt – from KOMTAR all the way to the Penang International Airport. The LRT system is most suitable to cater for future increases in travel demand from:

  • Expansion of the Penang International Airport from 6.5 million passengers per annum to potentially 20 million passengers per annum;
  • Expansion of the Bayan Lepas industrial zone; and
  • The developments in the southern coast reclaimed islands.

Hasil kajian kesesakan Tambak Johor tentukan pelaksanaan RTS

JOHOR BAHRU: Malaysia sedang membuat kajian tentang kesesakan di Tambak Johor bersama Singapura, yang hasilnya akan menentukan tindakan lanjut berhubung cadangan pelaksanaan Rapid Transit System (RTS) Link.

Menteri di Jabatan Perdana Menteri, Datuk Seri Abdul Wahid Omar, berkata hasil kajian itu kemudian akan dikemukakan kepada kedua-dua perdana menteri, Datuk Seri Najib Razak dan Lee Hsien Loong untuk perbincangan lanjut.

Kajian ini dijangka selesai sebelum Pemukiman Pemimpin Malaysia-Singapura di republik itu, yang dijadualkan berlangsung pada 5 Mei.

"Sebenarnya, apa yang telah kami lakukan ialah menjalankan kajian tentang tahap kesesakan di Tambak Johor serta meramalkan kesan daripada pelaksanaan RTS, dan jika kami bercadang melaksanakannya sekali dengan jambatan persahabatan, contohnya, apakah kelak kesannya dan sebagainya," kata Abdul Wahid.

DISYORKAN UNTUK ANDA

Beliau berkata demikian kepada pemberita di sini hari ini selepas upacara melepaskan peserta Jelajah Johor di Celebration Square di Teluk Danga di sini.

Ketika mengulas tentang kemajuan RTS, Abdul Wahid, yang menjadi pengerusi bersama mesyuarat Jawatankuasa Bersama Peringkat Menteri Iskandar Malaysia (JMCIM) Malaysia-Singapura di Putrajaya bulan lepas berkata kajian itu perlu diselesaikan terlebih dahulu.

Menangkis dakwaan pembangkang tentang wujudnya "kegagalan komunikasi" antara kedua-dua kerajaan tentang kemajuan RTS, beliau berkata: "Tidak ada masalah. Pada mesyuarat JMCIM kami, saya berpendapat semua isu ini dibincang kedua-dua pihak."

Beliau juga mengesahkan bahawa Kerajaan Johor dan Kerajaan Singapura memberi cadangan masing-masing tentang lokasi perhentian bagi RTS.

"Ya, kami mengemukakan cadangan tentang jajaran asas dan kami sebenarnya sedang meneliti kemungkinan sama ada ia sesuai dengan lokasi perhentian di Johor Bahru.

"Terdapat tiga lokasi yang disebut sebelum ini iaitu Tanjung Puteri, Bukit Chagar dan JB Sentral. Saya rasa, eloklah kami selesaikan kajian kesesakan ini dahulu bersama Singapura dan kemudian kami akan bergerak seterusnya dari situ," kata Abdul Wahid.

Awal bulan ini, Kerajaan Johor menafikan pihaknya melewat-lewatkan pelaksanaan projek rel ini dan berkata Singapura belum membuat keputusan tentang jajaran RTS itu, manakala Singapura menafikan dakwaan itu dengan berkata stesen RTS Johor Bahru perlu dibina sebelum kedua-dua pihak dapat memuktamadkan jajaran landasan antara Johor Bahru dan Singapura. - BERNAMA
